What is Critical Design Time with respect to Architecture and Building economics?

Critical Design Time is oftentimes used in Architecture by Architects and clients, especially corporates. What exactly is this in detail ?

I really don't know. I'll guess that it is the time used in the design phase, allowing enough time to complete a project within a given budget.
